I did some troubleshooting on one of my laptops, and found the only-thing that would-work was to create a new profile, which is not ideal as then all settings (such as per-site permissions and zoom-levels) get lost. scroll down to configure start pages (11 from bottom) select enable (on the left side) write a description (top right) enter web address (bottom left) click ok and apply the policy to the OU. Type ntp into the search box to see the cookie status for. Select Manage and delete cookies and site data, then See all cookies and site data.
